Obama knocks GOP leader; pushes jobs bill in Texas (AP)

DALLAS ? President Barack Obama is singling out and criticizing House Republican leader Eric Cantor for declaring that the president's entire $447 billion jobs bill will not get a vote in the House.

"I'd like Mr. Cantor to come down here to Dallas and explain what in this jobs bill he doesn't believe in," Obama says in remarks prepared for delivery in Texas Tuesday.

Obama's remarks come a day after Cantor said Obama's jobs plan contained elements that Republicans could support. "This all or nothing approach is unreasonable," Cantor said.

Obama is stepping up the campaign for his jobs bills, sharpening his strategy to blame Republicans if his bill, or at least significant portions of it, don't pass by the end of the year. Three weeks after sending the legislation to Congress, the full proposal has encountered resistance from Republicans and even from some Democrats.

Republicans have identified pieces of the legislation they could support, including a payroll tax cut for workers and employers. In a letter to GOP members late month, they also listed other tax relief in the president's proposal that they would be prepared to endorse. And in a letter Monday to Obama, House GOP leaders said they were willing to look for common ground and called on the president to support their efforts to ease regulations on businesses.

White House spokesman Jay Carney, speaking to reporters aboard Air Force One en route to Dallas, said Republicans should specify what in the president's bill they oppose.

"Say so. Vote accordingly," Carney said. "But don't hide behind letters you've sent to the president. Tell us where you stand."

Obama has become increasingly forceful in singling out Republican opposition to his bill.

Several of the president's trips have taken him to the backyards of his Republican rivals, most notably a speech he gave last month in front of a bridge linking Ohio and Kentucky, the home states of House Speaker John Boehner and Senate Minority Leader Mitch McConnell. He also spoke in Cantor's district in Richmond, Va.

Tuesday's trip continued that trend, taking Obama to Mesquite, Texas ? not only to the district of Rep. Jeb Hensarling, the Republican co-chair of the congressional supercommittee on deficit reduction, but also the home state of Gov. Rick Perry, one of the top Republican presidential candidates.

Still, the president's plan has also encountered opposition within his own party, especially his proposal to increase taxes on the wealthy and on corporations to pay for jobs program.

His package would reduce payroll taxes on workers and employers, extend benefits to long-term unemployed people, spend money on public works projects and help states and local governments keep teachers, police officers and firefighters on the job. He would pay for the plan with tax increases on wealthier Americans and by closing corporate tax loopholes.

With Congress willing to consider only pieces of the administration's bill, the White House is making a concerted effort to highlight the individual components of the president's measure, not just sell it as a full package

On Tuesday, the focus was on selling the bill's education proposals. The White House says the measure would prevent the layoff of up to 280,000 teachers across the country while also allowing states to hire back tens of thousands more. The administration also says new spending would go toward modernizing at least 35,000 public schools and community colleges.

Referring to a teacher from the Dallas suburbs, Obama, according to excerpts released by the White House ahead of his remarks, says: "Mr. Cantor should come down to Dallas, look Kim Russell in the eye, and tell her why she doesn't deserve to get a paycheck again. Come tell her students why they don't deserve to have their teacher back."

(AP) ? A government warplane bombed an army position in southern Yemen, killing at least 30 soldiers involved in months of intense battles against al-Qaida members, officials said Sunday.

The strike appeared to be a mistake, but the soldiers hit were from a unit that had defected to side with protesters seeking the president's ouster in Yemen's chapter of the Arab Spring, raising questions about whether the bombing might have been intentional.

Yemen's' government and the renegade military units both consider Yemen's al-Qaida branch an enemy. The president's political opponents, however, accuse him of allowing the Islamic militants to seize control of several towns in southern Yemen earlier this year in a bid to spark fears in the West that without him in power, al-Qaida would take over.

The airstrike, which took place on Saturday evening in Abyan province, targeted an abandoned school used as a shelter by soldiers of the army's 119th Brigade who were battling the al-Qaida fighters, military and medical officials said. The brigade is thought to have received significant support from the U.S. military to enable it to fight the militants in the south more effectively.

The school is located just east of Abyan's provincial capital, Zinjibar, seized in May by Islamic militants taking advantage of Yemen's political turmoil to expand their reach. In recent days, fighting in the area has been heavy; 28 soldiers and militants were killed there Saturday.

After the airstrike, militants inspecting the site shot and killed soldiers who were wounded by the bombing, the military officials said, speaking on condition of anonymity because they were not authorized to release the information.

Yemen's turmoil is of deep concern to the United States and Europe in large part because of the possibility that Al-Qaida in the Arabian Peninsula will benefit from it and carve out an even bigger haven in Yemen from which to plot attacks on the West.

The group was behind several nearly successful strikes on U.S. targets, including the failed attempt in 2009 to blow up a Detroit-bound jetliner with explosives sewn into the underwear of a would-be suicide bomber.

On Friday, an American drone strike in Yemen killed U.S.-born cleric Anwar al-Awlaki, a key al-Qaida figure, and Samir Khan, a Pakistani-American who produced the terror group's English-language Web magazine, Inspire.

On the same day, two U.S. officials said intelligence had indicated that the top al-Qaida bomb-maker in Yemen also died in the strike ? Ibrahim al-Asiri, who was linked to the bomb hidden in the underwear of the Nigerian man accused of trying to blow up the plane over Detroit on Christmas Day 2009.

The officials spoke on condition of anonymity because al-Asiri's death had not officially been confirmed.

In Washington on Sunday, a top Yemeni official said al-Asiri was not killed in the strike. The official spoke on condition of anonymity to discuss intelligence matters.

Tribal elders on Sunday said the convoy targeted in the strike may have included a third car that escaped. They spoke on condition of anonymity because they feared reprisals for speaking to the media.

Yemen's crisis began in February when protesters inspired by Arab uprisings across the region took to the streets to demand President Ali Abdullah Saleh step down after 33 years in office. The government responded with a bloody crackdown that has included the use of pro-regime snipers to pick off unarmed demonstrators.

In the months since, government forces have also battled armed anti-Saleh tribesmen and another renegade army unit, the elite 1st Armored Division, which defected to the opposition in March.

That fighting has transformed parts of Sanaa into war zones, with mortar shells and rockets tearing through buildings in the capital for weeks.

On Sunday, a mortar shell struck a school in Sanaa, killing a girl and wounding six others, said a hospital official, Mohammed al-Qabati. It was not clear which side fired the shell.

New military chief seeks balance in US power

(AP) ? Even before taking over as chairman of the Joint Chiefs of Staff, the highest military office in the land, Army Gen. Martin Dempsey made one thing clear. He differs with his predecessor on one of the most important issues of the day: the threat posed to national security by a growing national debt.

Dempsey was to be sworn in Friday as successor to Navy Adm. Mike Mullen, who is retiring. At his Senate confirmation hearing in July, Dempsey was asked whether he agrees with Mullen's oft-repeated assertion that the debt crisis is the single biggest threat to American national security.

"I don't agree exactly with that," Dempsey said.

In his view, developed in the course of a 37-year career that includes two tours of command in Iraq and one in Saudi Arabia, American global power and influence are derived from three strengths: military, diplomatic and economic.

"You can't pick or choose," he said; none of the three is paramount.

It's too early to know how much change Dempsey will foster in his role as the top U.S. military officer, but it's certain that pressures to cut the defense budget ? and what that implies for the military and for American foreign policy ? will be a dominant issue from Day One of his tenure.

So while he sees the debt problem as highly important, Dempsey believes the United States cannot be successful in managing its national security and international affairs without asserting influence through a combination of a powerful military, an effective diplomatic corps and a sound economy.

His will be among the key voices in recommending how to cut hundreds of billions of dollars from the defense budget over the coming decade.

By law, the chairman of the Joint Chiefs serves as the senior military adviser to the president, the president's National Security Council and the secretary of defense. But the chairman is not directly in the chain of command that extends from the president to the secretary of defense to commanders in the field. He is the public face of the U.S. military and weighs in on major policy decisions but is not actually in charge of any troops.

Dempsey is the first Army general to hold the job since Hugh Shelton retired in 2001.

One of the legacies of Mullen's four years as chairman was his less-than-successful effort to persuade Pakistan's military chief, Gen. Ashfaq Pervez Kayani, to do more to contain and disable violent extremist groups like al-Qaida and the Haqqani network that use Pakistan as a haven.

In the final week of his tenure, Mullen made his biggest headline by telling a Senate committee that the Haqqanis are a "veritable arm" of Pakistan's intelligence service and by asserting that Pakistani intelligence supported and facilitated a string of Haqqani attacks on Americans in Afghanistan. His statement infuriated the Pakistan government and arguably set back, at least temporarily, an already frayed U.S.-Pakistani relationship.

Dempsey's views on Pakistan's importance to success in Afghanistan appear similar to Mullen's, although he has been less specific about the role of the Haqqanis. In his July testimony, he said it has never been clear to him why the Pakistani government goes after some extremist groups but not others. He said that as Joint Chiefs chairman he would work with the Pakistanis to improve border security.

Like many who rise to the highest ranks of the U.S. military, Dempsey is not known for his public outspokenness. He took over as Army chief of staff in April. Before that he commanded the Army's Training and Doctrine Command, and he previously served for several months as acting commander of U.S. Central Command with responsibility for all U.S. military operations and relations in the greater Middle East.

He graduated from the U.S. Military Academy at West Point in 1974.

Dempsey's swearing-in completes the transition of President Barack Obama's senior national security team, which included Leon Panetta taking over for Robert Gates as defense secretary on July 1, followed by Marine Gen. John Allen's arrival in Kabul as the new commander of U.S. and NATO forces, Gen. David Petraeus' retirement from the Army to become CIA director and Gen. Raymond Odierno replacing Dempsey as Army chief of staff.

Mullen, who served two two-year terms as Joint Chiefs chairman, is retiring. He has served 43 years in uniform.

In his confirmation hearing testimony in July, Dempsey was not explicitly comparing and contrasting his views with those of Mullen. But in addition to stating a different view on the issue of debt and national security, he echoed Mullen on the matter of defending against cyber threats.

Mullen said several times in his final days in office that cyber attacks are one of just two threats to the continued existence of the nation. The other, he said, is Russian nuclear weapons, and he said that threat is well contained by arms control agreements, including the New START treaty of 2010.

And like Mullen, Dempsey acknowledged that he is not particularly well versed on the subject of cyber warfare.

"I'll confess at the start that my thinking on this is nascent, at best," Dempsey told the Senate Armed Services Committee. He added that he had been advised that cyber war was likely to be one of several issues that define his tenure. He did not mention what he expects will be the other defining issues, but almost certainly they include winding down the wars in Afghanistan and Iraq and reorienting U.S. forces for the post-war period.

T.I. released from halfway house

Grammy Award-winning rapper T.I. was released early Thursday from the federal halfway house in Atlanta where he finished up an 11-month sentence on weapons possession and drug charges, a prison official said.

The 31-year-old Atlanta entertainer, whose real name is Clifford Harris, was assigned to the halfway house for the last month of his sentence after being released August 31 from a federal prison in Arkansas.

But shortly after arriving in Atlanta, the rapper was returned to a prison there because officials took issue with his luxury bus ride from Arkansas, his attorney said at the time.

Prison officials believed T.I. was conducting business on the bus, according to attorney Steve Sadow, who told Reuters that information was provided to show them that wasn't the case.

T.I. was transferred on September 15 back to the halfway house, where like other residents he was allowed to leave for approved purposes such as going to a job or a doctor's appointment.

On Thursday, T.I. "basically checked out of the halfway house for the last time," said Chris Burke, spokesman for the Federal Bureau of Prisons.

The rapper was sentenced in October 2010 to 11 months in prison for violating the terms of his probation on federal gun charges after he was arrested on suspicion of possessing the drug ecstasy.

It was his second stint behind bars in three years.

T.I.'s career began as a rapper in 2001, but he then branched out into other areas of the music and film industry, finding success both as a producer and actor.

Cable channel VH1 said last month that it had teamed up with the "Got Your Back" singer for a 10-episode series that will follow his readjustment to life outside prison and the making of a new album. The series is due to premiere Dec. 5.

Drop in Democratic Voter Enthusiasm Spells Peril for Obama (ContributorNetwork)

COMMENTARY | A Gallup Poll revealed Thursday shows a marked drop in enthusiasm for voting by Democrats and Democrat-leaning independents. The poll shows 45 percent of respondents report being enthusiastic about voting as opposed to 44 percent who are not.

This contrasts to 58 percent of Republican and Republican-leaning voters who are enthusiastic about voting. That is about the same as it was in the 2004 election cycle and higher than at most times during the 2008 cycle.

According to the chart provided by Gallup, Democratic enthusiasm for voting was as high as 79 percent during the 2008 cycle and did not go below 57 percent. This was due in large part to huge majorities in certain demographic groups (African Americans, college students, etc.) who supported candidate Barack Obama. Republican enthusiasm peaked at 65 percent in the 2008 cycle.

The new poll was taken 14 months before the election, however Gallup suggests that the disparity between Democratic vs. Republican enthusiasm for voting indicates discontent among the former with the current president. This is fraught with irony. The very man who inspired Democratic enthusiasm in 2008 is causing the opposite as 2012 approaches. What a difference nearly four years makes.

The reasons for the relative lack of enthusiasm on the part of Democrats for voting are clear. The economic malaise has continued unabated. President Obama's own favorability number ranges from the high 30s to the low 40s in most polls, according to the Real Clear Politics average. Obama's attempt to gen up enthusiasm with a combative, campaign-style speaking tour defending his jobs bill has so far fallen flat.

The Gallup numbers clearly suggest Obama is in peril for losing reelection. Most reelection campaigns are referendums on the performance of the person seeking reelection rather than a comparison between two candidates, such as occurred in 2008. Thus far the president has been found wanting, even by some of his base.

Can Obama turn things around? Of course he can. The economy could start turning around. The Republicans could nominate someone who turns out to be unacceptable to most of the electorate. But the time for the former to take place before attitudes about the president's job performance settle in is rapidly running out. And it is hard to imagine anyone who is likely to win the GOP nomination will turn out to be worse in the eyes of most voters than the current president.
